line-height: normal;"&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family: 'Arial','sans-serif';"&gt;After discussion of the bill by the committee and further input requested from the VSNA and CVMC, the&amp;nbsp;bill's language was changed from "&lt;i style="mso-bidi-font-style: normal;"&gt;felony against a nurse&lt;/i&gt;" to &lt;i style="mso-bidi-font-style: normal;"&gt;"felony against a healthcare worker&lt;/i&gt;", in order to include all&amp;nbsp;healthcare facility employees assaulted&amp;nbsp;while&amp;nbsp;caring for the patient.&amp;nbsp; This extends protection to, i.e., physicians,&amp;nbsp;hospital emergency response teams, (that may include security and pharmacists), and housekeeping&amp;nbsp;employees, etc., enlisted to help&amp;nbsp;prevent a patient from injuring staff.&amp;nbsp;&amp;nbsp;The bill was passed in the Senate and now moves on to the House.&lt;span style="mso-spacerun: yes;"&gt;&amp;nbsp; mso-fareast-font-family: 'Times New Roman';"&gt;&lt;/span&gt;&lt;/div&gt;&lt;div class="MsoNormal" style="line-height: normal; margin: 0in 0in 0pt;"&gt;&lt;span style="color: black; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';"&gt;This bill has been sent to the House Human Services Committee and there has been no action taken on the bill.&amp;nbsp; Please look it over if you have a chance.&amp;nbsp; This is an extreme&amp;nbsp;bill in regard to APRN's and all nurses.&amp;nbsp; If there is any movement on this bill we will need to mobilize rapidly to oppose it.&amp;nbsp; I'll keep you updated.&amp;nbsp; The theme of this year’s event will be “Harnessing Nurses’ Political Power” and we are honored to have Janet Haebler RN, MSN as our guest speaker.  Janet holds the position of Associate Director for State Government Affairs with the American Nurses Association, the only full-service professional organization representing the interests of the nation's 3.1 million registered nurses through its more than 50 constituent member nurses associations, including the Vermont State Nurses’ Association. She completed her undergraduate degree in nursing at Russell Sage College in New York and master’s degree in nursing with a concentration in administration at Seton Hall University in New Jersey.  Throughout almost forty years experience in nursing, Janet has held numerous leadership positions in a variety of settings: acute and long term care, managed care, and academia.  She attributes her ability to adapt to policy development in large part to her broad-based experience.  Janet spent five years with the New York State Nurses’ Association, during which time she was responsible for the Practice &amp;amp; Government Affairs program. She and her team celebrated such successes as title “nurse” protection and safe patient handling and movement legislation.  Janet’s presentation will inform nurses of issues in the nursing profession where nurses can affect positive change through knowledge of the political and regulatory process.  It will definitely be an informative and valuable presentation.&lt;br /&gt;&lt;br /&gt;The event will begin at the Capitol Plaza Hotel conference room at 8:00 a.m. with Janet’s presentation scheduled for 8:30 a.m. to 10:00 a.m.  Parking is free in the hotel parking area directly behind the hotel.  Immediately following her presentation nurses will have the opportunity to go over to the Statehouse and sit in on committee meetings, speak with their representatives and even take an official tour of the Statehouse if they choose.  At 1:00 p.m.  nurses will be honored in the House Chamber by the reading of the Resolution declaring it “Nurses' Day in Vermont”. &lt;br /&gt;&lt;br /&gt;Please plan to attend and learn how to become a more effective advocate for the nursing profession and your patients. Dr. Hsiao, a renowned Harvard economist, and his team presented an evaluation of Vermont’s current healthcare structure to the Vermont Legislature and offered three options for converting it to a single payer system.  Dr. Hsiao recommended Option 3 which is a Public/Private system, as the most affordable for Vermont. Vermont nurses need to be involved in the process of ironing out the details of the plan!  Our intimate knowledge of the needs of Vermont patients can help to mold a plan that protects both our patients and our practice.&lt;br /&gt;&lt;br /&gt;Other issues that will possibly be addressed in this legislative session that have an impact on the nursing profession include; legalizing physician assisted suicide, taxing sweetened beverages, prevention of violence against healthcare workers, updating and expanding the Vermont Blueprint for Health, safe staffing and dissolving the APRN collaborative agreement requirement. Members are: Tina Blust, Ellen Ceppetelli, Richard Frank, Mary Ellen Kilgallen, Christina  McCaffrey, Meredith Roberts, Bonnie Strand, and  Jeanne Marie Vayda. The Legislative Committee has requested the name be changed to Government Affairs Committee which more accurately describes the committee’s  activities; and reflects our efforts to engage and educate not only legislators, but also other elected officers and commissioners  and staff of state agencies ; and other professional and non-profit organizations.  The committee has identified Safe Patient Staffing as an issue we will focus  on. Research indicates a correlation between staffing and patient outcomes.&lt;br /&gt;&lt;br /&gt;Nursing Education: The Vermont legislators continued their support for nursing education in the ’09-’10 academic year. VSAC has received $60,000 for scholarships for LPN and RN students. AHEC received funding for loan repayment: $250,000 for graduates of LPN and RN programs; $45,000 for graduate education of nursing faculty; and $455,000 for primary care providers including nurse practitioners and certified nurse midwives, physicians, and dentists.  The loan repayment program has been instrumental in attracting new LPNs and RNs to all areas of the state, and the retention rate remains high.&lt;br /&gt;&lt;br /&gt;Nurses’ Day at the State House on April 1 was very successful. Seventy two nurses from around the state came to learn how to effectively advocate in the political arena. Vermont Organization of Nurse  Leaders   and the Vermont Diabetic Educators Association were VSNA’s partners for Nurses’ Day.  Representative Johanna Donovan, Burlington, introduced the nurses to the full House and the nurses received a standing ovation!   The nurses had plenty of opportunities to learn and share their own perspectives on health care.  The Diabetic Educators offered free blood glucose screening and more than 40 legislators were tested. Pat   Jones , Director of Health Care Quality Improvement , BISHCA, discussed  Act 53 and Vermont’s Community Report Cards for hospitals.&lt;br /&gt;    &lt;br /&gt;Status of Legislative Bills:&lt;br /&gt;S. 80/H. 238, An act related to safe patient handling: The Senate Health and Welfare Committee took testimony on this bill but there has been no recent action.&lt;br /&gt;H. 268, An act relating to prohibiting   mandatory   overtime  for health care employees: The General Housing, and Military Affairs Committee took testimony, but there has been no further action.&lt;br /&gt;H. 435, An act relating to palliative care: Passed.  The purpose of this act is “to improve the quality of palliative care and pain management available to all Vermonters, to ensure that Vermonters are aware of their rights and of care options available to them, and to expand access to palliative care services for children and adults in this state.”  The Vermont Ethics Network has created a work group to implement this legislation. VEN is currently working on a survey to identify health care providers, agencies and institutions that presently provide chronic pain management and palliative care. An interfaith group organized a press conference to protest budget cuts in programs that serve the poor and most vulnerable Vermonters.&lt;br /&gt;&lt;br /&gt;A representative from AARP addressed the House Health Committee on federal health care reforms.&lt;br /&gt;&lt;br /&gt;Legislators continue to work on the FY ’10 budget and balance budget cuts with increased fees/taxes to generate revenue. It is hard to tell at this time how much money will be included in the budget for nursing education, undergraduate RN and LPN, graduate APRN primary care, and graduate nursing faculty.  The Office of Nursing Workforce is working to create  a Blue Ribbon Commission on Nursing II to develop a plan for nursing education to not only address the nursing shortage, but also to make recommendations for educational preparation to meet future  health needs for Vermonters. Pat Jones, Director of Health Care Quality Improvement , BISHCA, will discuss annual hospital reports re quality indicators such as health care acquired infections. The event is free and is intended to educate nurses on current health care issues and how to effectively advocate in the political arena.&lt;br /&gt;VSNA, as a strategy to increase both the supply of nurses and increase access to care, advocates for funding for educational programs. For the '08-'09 academic year Vermont legislators allocated:&lt;br /&gt;&lt;br /&gt;VSAC:   $60,000 for scholarships for students enrolled in RN and LPN programs.&lt;br /&gt;AHEC:   $400,000 for loan repayment for new RN and LPN graduates who work in Vermont or DHMC.&lt;br /&gt;AHEC:  $115,000 for loan repayment for nursing faculty.&lt;br /&gt;AHEC:  $700,000 for loan repayment for primary care providers which includes APRNs&lt;br /&gt;&lt;br /&gt;Legislation introduced in 2009:&lt;br /&gt;&lt;br /&gt;The Summer Study Committee on the End-of-Life, Palliative Care, and Chronic Pain Management issued a 35 page report in January of recommended measures, including some legislative or statutory solutions, to improve care. One of the recommendations is for mandatory continuing education for physicians and nurses on chronic pain management.
